2023 Residential Standards

SEER stands for "Seasonal Energy Efficiency Ratio" and SEER2 is the next set of equipment ratings set to become standard on January 1, 2023 by the Department of Energy. These updated regulations will push HVAC equipment into a new era of energy savings and sustainability.

HVAC manufacturers are in the process of having existing models tested to determine their new SEER2 rating, and are producing new models that will comply with the January 1, 2023 regulations. A number of manufacturers have announced they will dual rate units manufactured in 2022 with both the current and SEER2 ratings. Share this information with your team to ensure they understand what’s coming and are prepared for the transition.


New Standards for Residential HVAC Units in 2023

The new standards require a no less than 14 SEER for residential systems in the northern part of the United States and 15 SEER in the southern part of the United States, where cooling loads are a larger share of home energy use.

  • Minimum efficiency standard increasing (over 7%)
  • New efficiency testing standards (SEER2, EER2, HSPF2) are more stringent
    • 0.5” external static pressure (current testing is up to 0.3” E.S.P.)
    • More accurately simulate real world home installations
  • As a result, SEER2, EER2, and HSPF2 will all be lower
    • SEER2 ratings approximately 5% lower
    • EER2 ratings approximately 4% lower
    • HSPF2 ratings approximately 15% lower (does not result in a loss of performance)
  • During the transition, SEER and SEER2, EER and EER2, and HSPF and HSPF2 ratings will be published for all product lines
  • All AHRI system matches will be updated to comply with the new standards

 
HVAC manufacturers are in the process of testing existing models to determine their new efficiency ratings, as well as producing new models that comply with the 2023 regulations.
